PDF Viewing Help
Please allow 3-5 minutes for the first page to
appear on your screen when viewing a PDF document. This is because the
document must be downloaded to your computer before it can be displayed.
Adobe Acrobat PDF documents retain all of the
formatting and appearance of the original publications and are viewed with free
Acrobat Reader software, which you likely already have on your computer. If
you need to get the Acrobat Reader, there is a link near the bottom of this
page.
PDF documents can be viewed on-screen, printed out,
or saved to your computer. Right-click on the link if
you want to save the document to your computer.
Tip: While viewing, you can make the image larger and easier to read
if you maximize the window then select the Fit Width button on the toolbar.
Can't view the document after waiting five minutes?
You probably need to get a newer version of the Acrobat Reader.

save the file to your computer then open the file to install the Reader. This is a large file
so please allow 30 minutes download time using a 56K modem.
